A Comparative Analysis of Nigeria's and India's Approaches to DPI Adoption

This case study, A Comparative Analysis of Nigeria’s and India’s Approaches to DPI Adoption, examines how Nigeria can leverage lessons from India’s successful implementation of Digital Public Infrastructure (DPI) to address its socio-economic and governance challenges. Digital Public Infrastructure, including systems like digital identity and digital payments, plays a transformative role in fostering financial inclusion, governance efficiency, and socio-economic development. While India’s Aadhaar (digital identity) and Unified Payments Interface (UPI) have set global benchmarks for scalability, interoperability, and inclusivity, Nigeria faces unique challenges, including weak infrastructure, low digital literacy, and limited regulatory enforcement. Nigeria’s efforts, including the National Identity Number (NIN) and Bank Verification Number (BVN) programs, aim to formalize the economy and enhance service delivery. However, the country’s fragmented approach to DPI adoption highlights critical gaps in stakeholder engagement, digital skills, and infrastructure. This study applies systems-thinking and design-thinking frameworks, complemented by strategic foresight, to identify actionable solutions tailored to Nigeria’s context. Key findings reveal that Nigeria must overcome significant barriers, such as its rural-urban divide, regulatory weaknesses, and a lack of digital literacy, to achieve scalable and inclusive DPI. Strategic foresight identifies three potential futures for Nigeria’s DPI adoption: maintaining the status quo, fostering collaboration and innovation for inclusive growth, or facing setbacks due to policy and infrastructural failures. The study emphasizes the importance of adaptive leadership, stakeholder alignment, and phased implementation to navigate these uncertainties.
