    "description": "<p>The e-Readiness Assessment of Somali Higher Education Institutions (2026), conducted by <a href=\"https://somaliren.org\">SomaliREN</a>, provides a comprehensive baseline of digital readiness across Somalia&rsquo;s higher education sector. Covering 50 institutions, the assessment evaluates the enabling conditions for reliable, sustainable digital service delivery that supports core academic and administrative functions.</p>\n\n<p>This <strong>report </strong>is presented in <strong>two complementary documents</strong>:</p>\n\n<ol>\n\t<li><strong>Full Technical Report:</strong>&nbsp;a detailed analytical report examining institutional readiness across six domains: ICT infrastructure and systems, human resources and capacity, governance and planning, budgeting and financial sustainability, data security and risk management, and emerging technologies. It introduces a tiered readiness framework and institutional typologies to guide staged digital transformation.</li>\n\t<li><strong>Executive Summary (Policy Note)</strong>: a concise, decision-oriented synthesis translating findings into actionable priorities, with a focus on sequencing investments, addressing systemic constraints, and strengthening sector-wide coordination.</li>\n</ol>\n\n<p>The assessment finds that institutions are distributed across readiness Tiers 1&ndash;3, with no institution reaching Tier 4 (aspirational benchmark). While progress has been made in connectivity and basic system deployment, digital readiness remains uneven and fragile due to persistent constraints in reliability, financing, governance, operational capacity, and security.</p>\n\n<p>A central conclusion is that many structural challenges, such as high connectivity costs, fragmented systems, and weak sustainability, cannot be effectively addressed through isolated institutional efforts. Instead, the report advocates for a system-level delivery model, positioning SomaliREN as a platform for shared services, pooled procurement, and coordinated digital infrastructure development.</p>\n\n<p>The findings inform policy, investment, and partnership decisions, and align with the Eastern Africa Regional Digital Integration Project as a time-bound opportunity to catalyse sustainable, sector-wide digital transformation through coordinated and sequenced interventions.</p>",
