          <dc:description>The research outputs produced by local universities and research institutions in Somalia are not open to local and global audiences. This has minimized the visibility and impacts of the local research outputs as well as its results. The already limited research outputs of local institutions were not adequately showcased to interested constituencies and citizens outside academic institutions. This has negatively branded the local institutions as in-competent to produce any form of research content. The printed copies of students' theses and dissertations were archived inside the university, and nobody saw them after their defending day.

SORER is open access self-archiving multi-institutional digital repository system that enables Somali higher education and research institutions to host their research and educational resources for greater visibility and increased access. The descriptive details about the uploaded resources will be made available to Google and other search engines. SORER is implemented and operated by Somali Research and Education Network (SomaliREN) as one of its key mission to improve and facilitate research work among Somali higher education and research institutions.

AII universities and research institutions will contribute to the SORER platform and provide all Open Access. The project aims to assist our research and higher education institutions in increasing their research output and encouraging local content production.</dc:description>

The study was guided by the following objectives; the first objective was to examine the extent of mobile money in which can facilitate economic transactions, and the second objective was to investigate challenges arising from Mobile Money Services and its solutions. This study was conducted through an analytical survey design by using both quantitative and qualitative research methods in two-parts: A questionnaire and key informant interviews (KIIs) for collecting data and from selected respondents.</dc:description>

          <dc:description>Educational institutions - schools and universities in Somalia are based only on traditional learning; they follow the conventional face-to-face classroom lectures. The sudden outbreak of a pandemic called COVID-19 caused by a Corona Virus shook the entire world. To help contain the pandemic, the ministry of Education, Culture, and Higher Education(MOECHE) of Somalia ordered the closure of schools and universities to help control the virus as social distancing is the best way to prevent COVID-19 and overcrowded classrooms pose a challenge for distancing.

SomaliRENs' member institutions, most of which are privately run, faced an economic crisis following the country's suspension of teaching and learning. They rely on students' tuition to sustain their institutions. To ensure continuity of operations and avoid a significant disruption, SomaliREN provided relief to its member institutions by offering its customized video conferencing platform, which universities are now using for remote teaching and learning. This is a free open-source-based research and education communication-system using BigBlueButton, specially designed for academic institutions with comparable features and quality to commercial ones such as Zoom and Cisco Webex.</dc:description>

The collaborative networks that make open science possible are made of the people and organizations who actually produce and also consume open science. This is basically the essence of community and it has a far more significant potential than it seems to capitalize on. The continuity of the efforts to boost open science rests on strengthening the sense of community among the scientists and within the institutions.

Three perspectives on the issue are presented in this discussion. The community as the foundation or platform for driving open science adoption perspective calls for the strategic structuring of communities in a hierarchically-organized manner but with less red-tape to not discourage innovation agility; the community as a producer-consumer perspective focuses on putting into effect rules and protocols for exchanging open science artifacts within the community modeling open source licenses; and the community as the incubation grounds for young scientists perspective calls for implementing support group strategies that encourage more young people to engage in science and contribute to the open science efforts.

Exploiting the power of community effectively has the potential of keeping more senior and young scientists engaged in the open science efforts. The research and education networks need to look beyond connectivity and nurture communities from their end-user communities to empower them to create open science and knowledge.</dc:description>

          <dc:description>Like many other countries in Africa, Somalia suffers from a gap with respect to other countries in the world for what concerns openness of research and visibility of research outputs. Research outputs produced by local universities and research institutions are not adequately showcased to interested communities and citizens outside academic institutions and this has negatively branded the local institutions as in-competent to produce any form of research contents. As an example, printed copies of students' theses and dissertations are usually archived inside the university and nobody is basically able to see them after the defending day.

In order to overcome this problem and bridge the above-mentioned gaps, the Somali National Research and Education Network (SomaliREN), which gathers 20 universities and research institutions from all over the country, is developing a program based on three strategic pillars: connectivity, community, and content. Under the latter, SomaliREN has launched an initiative to deploy a centralized open access multi-institutional digital repository, and the Somali Research and Education Repository (SORER) has recently come online.</dc:description>

SORER has been installed in collaboration with experts from the University of Catania, Italy, and the Italian National Institute for Nuclear Physics (INFN). It is a scalable, standard-based, FAIR principle and Plan S compliant repository meant to promote and enable the Open Science paradigm in the country. The digital asset management system is based on Invenio and Zenodo, with some add-ons developed by INFN, allows persistent identification of contents, through DataCite digital object identifiers, for easy discovery and citation of research products stored as well as for a direct link to the ORCID profiles of their authors, sports an OAI-PMH compliant endpoint, for easy harvesting of metadata from aggregators and search engines, and supports federated authentication, for an easy configuration of the repository as a Service Provider of an Identity Federation.

In this contribution, we would like to share with all the participants the motivations that drove the creation of SORER for the uptake of Open Science practices in Somalia, its current status and future plans – towards the certification of the archive and the establishment of a national open access policy - as well as to discuss the opportunities of collaboration with universities/organizations belonging to the WACREN region willing/planning to install FAIR compliant digital repositories at their premises. Collaboration may include technical support for the deployment and/or training on administration/use of the repository.</dc:description>
