          <dc:description>Abstract

This study was aimed to assess the impacts of COVID 19 on the Small and Medium Enterprises (SMEs). The SMEs contributes country’s economy, it is an income opportunity for the society, and it creates employment opportunities for the youth, women and the entire society. COVID 19 has grown into an unprecedented health, economic, social, business and the entire cycle of the life. Current outbreak has severe economic consequences across the globe. To limited spread of this pandemic the global government should admire steps to curb the spread of the COVID19, through this the government imposed nightly curfews, a ban on public events, social distance, stay at home, the closure of non-essential business. This study is limited to SMEs located in Garowe to assess how the pandemic was affected the SME’s supply and demand, revenue, the employees and other business operations. The study deployed quantitative method of research with questionnaire and telephone interview for collecting data from selected respondents.

The study found that the supply decreased 38% whereas the demand declined 83% as the respondents of the study confirmed. The income experienced 89% of fall down and pressured that 60% SMEs reduced the working hours. On the other hand 75% of the respondents confirmed that they are planning or already lay off the employees. Most of the SMEs met decline of cash, the cash receipts from sales declined 72%, also the accounts receivable reduced 61% this resulted that 64% SMEs failed to cover the operating expenses. The SMEs faced financial distress or insolvency which resulted to trigger massive job losses and the shuttering of businesses. The COVID 19 has potentially dire implications for SMEs, it needs financial assistance to protect the lives and livelihoods of people, especially the most vulnerable.

Finally the study recommends for the SMEs stakeholders including the chamber of commerce, government, international partners, banks and other interested parties is a needed to take an urgent stimulus package to support immediate liquidity challenges and negative impacts raised from the containment of COVID 19 and to sustain their existence and developments.</dc:description>

The main objective of the study is to investigate the factors influencing women's participation in politics at federal, state and local council elections in the Puntland State of Somalia. The study was guided by the following objectives; the first was examining the influence of economic factors on women"s participation in politics in the Puntland State of Somalia. Secondly, to establish how socio-cultural factors, influence women's participation in the political process in the Puntland State of Somalia, and the last objective was to assess the influence of clan-based political system for women's participation in politics in the Puntland State of Somalia. This study was conducted through analytical survey design by using both quantitative and qualitative research methods with two-parts: A questionnaire and key informant interviews (KIIs) for collecting data from selected respondents. The study utilized snowball and purposive sampling to select a target population size of (50). The study utilized frequencies and percentages; tables were used in the presentation of data. In addition to that, data collection was analyzed using themes and explanations while comparing the findings with the literature review part of the study. The researcher found that, women did not get major consideration in political participation in Somalia whether federal, state level as well as in local councils. 62% of the respondents stated that the availability of economic resources is a major determinant in the participation of women in politics. While 87 % of the respondents stated that the federal level is the most challenged one to compare two other levels of state and local councils, because the financial requirement on federal level is more than the two other levels. Even though women have common challenges towards financial burden women candidates at federal are not supported by their clans and other political leaders unlike their male counterparts who receive financial backing to run their campaigning. The study also found the existence of persistent patriarchy with 95% of respondents believing that traditional leaders are influencing in women"s political life generally and particularly in avoiding women"s participation at all levels three of elections or nominations positions simply due to the commonly held perception that woman cannot represent the clan. The study also found a strong correlation between education and women's participation in local councils. The researcher recommends that the society or community should be encouraged to change their negative attitudes on Women"s political participation. Thus, we should engage more women in political positions. Men need to realize women"s needs for political power and change the way they look at women and the government should embark on activities which support women"s political Initiatives.</dc:description>

          <dc:description>Violence against women and girls continues to be a global epidemic that kills, tortures, and injures physically, psychologically, sexually, and economically. It is one of the most pervasive of human rights violations, denying women and girl"s equality, security, dignity, self-worth, and their right to enjoy fundamental freedoms. The study was guided by the following objectives; the first objective was to explore the causes of gender-based violence and how they affect women"s lives, the second objectives is to investigate the socio-cultural factors that accelerate the increase and institutionalization of violence against women and the third objectives is to explore government efforts in reducing inequality and violence against women and girls in Puntland. This study was conducted through a descriptive survey research design by using both quantitative and qualitative research methods in two-parts: A questionnaire and key informant interviews (KIIs) for collecting data and from selected respondents. Data were analyzed using Statistical Package for Social Science (SPSS) and Microsoft Excel. The study utilized snowball and purposive sampling to select a population sample size of 133. The study utilized Mean, Standard deviation and percentages; tables. In addition to that, data collection was analyzed using themes and explanations. The study revealed the women are not aware about the fact that their rights are being violated and that majority of the perpetrators are men and boys. Most incidences of violence occur due to patriarchal tendencies in the African societies, which fuel the believe that women must be disciplined. Other factors revealed in the study include Alcohol and drug use, Individual /Group Interest, discriminatory Culture, Weak state judicial institutions and depending on Traditional justice systems and Socio-cultural factors. The study further showed that government efforts to control violence against women exist in the Puntland as a whole, although with many weaknesses. Records showed that many women having reported to police, but the legal systems restrict the speedy conclusion of cases while other women choose to withdraw cases owing to fear of being hated by the family members. The study, therefore, recommends that the government should improve the state judicial institutions and police enforcement also the study recommended that a multi-sectoral approach that involves victims of physical abuse, perpetrators of physical violence, community members, religious leaders, government, non-governmental organizations, media, police, criminal justice, should be put in place in eliminating violence against women.</dc:description>

          <dc:description>From its establishment, Puntland restored public institutions after the collapse of the central state in 1991 and civil servants were recruited to delivery public services. However, the civil servants were not recruited based on formal procedures rather based on clan quotas and recommendations by the key traditional elders and other informal powerholders. Most of the civil servants earned low wages and worked with very meagre budgets. These conditions affected service delivery and the performance of the civil servants.

Recognizing challenges, the World Bank partnered with the government and launched Puntland Civil Service Reform Strategy (2015-2017). The Strategy is expected to bring tangible changes in the structure and functions of the government. Recruitment of civil servants based on merit is one of the ambitious objectives of this reform strategy. However, the main challenge could be deeply embedded clan quotas. It is agaist this backdrop that this study aims to establish the challenges and opportunities of Puntland civil service sector reform.</dc:description>
